
ArmInfo. With the blessing of His Holiness Catholicos of All Armenians Karekin II, the Holy See of Etchmiadzin has published PhD Armine Tigranyan's work, "The Destruction and Appropriation of Artsakh's Cultural Heritage: Azerbaijan's Policy (2020-2025)."
As reported by the Chancellery of the Mother See of Etchmiadzin, in this work, the author offers a comprehensive academic and legal analysis of systematic destruction and appropriation of the historical Armenian cultural heritage of Artsakh as a result of wars, ethnic cleansing, and racial discrimination unleashed by Azerbaijan in 2020-2025, as well as the international protection of cultural heritage. The monograph details the international system of cultural property protection during armed conflicts, cases of the unlawful destruction of the Armenian cultural heritage of Artsakh by Azerbaijan during and after the 44-Day War from the perspective of international principles, as well as the means of its destruction and appropriation. It presents international norms for the protection of cultural heritage, legal and humanitarian instruments (international conventions, declarations, resolutions, statutes, customary norms) in defense of the Armenian cultural heritage of Artsakh, subjected to vandalism by Azerbaijan. A study of scholarly articles, books, resolutions from UNESCO, the UN, the Council of Europe, the European Parliament, the Rome Statute, and relevant theoretical and legal documents has allowed to identify ways for safeguarding the cultural heritage of Artsakh. This is framed within the significance of preserving universal values, the application of international humanitarian law irrespective of political situation, and the acknowledgement of the right to safeguard cultural heritage.
