
ArmInfo. The National Assembly of Armenia adopted the draft law "On Universal Health Insurance" in its second and final reading during an extraordinary session on December 17. Sixty-four members of parliament voted in favor, two voted against, and five abstained.
As a reminder, the bill proposes a phased implementation of a universal health insurance system over three years. The first stage will begin in January 2026, when the mandatory health insurance system will include children under 18, individuals aged 65 and older (even if employed), disabled individuals aged 18 to 65, and members of socially vulnerable families. For these individuals, the state will cover 100% of the costs. Starting next year, citizens with a monthly income of over 200,000 drams will also be eligible for health insurance; they will pay for it themselves.
The rates and subsidies for universal health insurance in Armenia will be determined annually. The base cost of an insurance policy in 2026 will be 129,600 drams (10,800 drams per month). Part of this amount will be reimbursed from payments to the "Zinapa" Military Insurance Fund. These payments, increased in 2021, are now returning to their previous level of 1,000 drams, regardless of salary.
The second portion will be reimbursed to beneficiaries upon filing their annual personal income tax return. A state fund will be created to manage the system. It will operate under temporary management for three months, after which a state competition committee will form its board of directors, expected to be chaired by the Minister of Health.
The first month for calculating insurance payments will be November. The first month for payments will be January 2026, or more precisely, until January 20. The insurance package will be activated on January 1, 2026.
