


ArmInfo. A single body, Civil Registration Service under the RA Ministry of Justice, will handle the registration of civil status acts in Armenia. The country's parliament will discuss amendments to the law "On Registration of Civil Status Acts" and a package of related laws during an extraordinary session on December 16.
According to Tigran Dadunts, Deputy Minister of Justice of the RA, the civil status registration system provides citizens with variety of services, the adequacy and high quality of these services play a fundamental and important role in strengthening the relationship between citizens and the state. Accordingly, the powers delegated by the state must be properly implemented, and appropriate oversight of their implementation must be ensured. Since May 16, 2021, after the new Law "On Civil Registration" came into effect, there has been a division of functions between the Civil Registration Service and the territorial administrations. As a result, the Civil Registration Service in the Republic of Armenia now operates on a partially decentralized model, divided between two levels of government: the Ministry of Justice and community structures. This has led to a loss of oversight over the quality of services provided.
It is now proposed to consolidate the system, and consider its employees as civil servants.
