According to the press service of the Cabinet of Ministers, on 15 December, at the Central Election Commission of the Republic of Armenia, CEC Chairperson Vahagn Hovakimyan and UNDP Resident Representative in Armenia Natia Natsvlishvili signed a Memorandum of Understanding, officially launching the ARTEMIS - "Advancing Reforms for Transparent and Inclusive Management of Electoral Systems in Armenia" project.
Arayik Harutyunyan, Chief of Staff of the Prime Minister, emphasized that institutional reforms aimed at strengthening the rule of law, combating corruption, and enhancing financial oversight in the country have been implemented to ensure maximum transparency and fairness in the upcoming elections. In particular, according to Arayik Harutyunyan, systemic reforms have been implemented to establish and strengthen the anti-corruption institutional system, as well as to enhance the overall capacity of public administration and oversight bodies.
He identified the targeted strengthening of the Central Electoral Commission's capacity as an important component of the reforms, including the development of professional competencies, the improvement of technical equipment, the use of digital and analytical tools, and the implementation of best international practices. All of these steps serve to strengthen electoral processes and public trust in them.
