The Harsnakar restaurant and hotel complex, associated with the former head of the Armenian Football Federation Ruben Hayrapetyan, on the shore of Lake Sevan, the mansion owned by the former head of the RA Police, Vladimir Gasparyan, and the real estate belonging to former presidential aide and former Secretary General of the Constitutional Court Norayr Panosyan, will be transferred to the state.
According to Prosecutor General Anna Vardapetyan, the Gegharkunik Region Court of First Instance, by its decision of July 2, 2025, satisfied the supervisory authority's claim, as a result of which a 1.5-hectare land plot located to the right of the Sevan-Gavar road in the northeastern part of the village of Tsovazard in the Gegharkunik Region was returned to the jurisdiction of the Sevan National Park. Furthermore, the state registration of the rights arising from the agreement was deemed invalid.
During the investigation, it was revealed that, according to the certificate of ownership (use) of real estate issued on March 18, 2009, in addition to a 1.5-hectare plot of land of environmental significance located at 12 km of the 3rd Sevan-Gavar highway in the Gegharkunik Region, a right to build the Karen production cooperative was also registered in the Unified State Register of Rights. Based on a lawsuit filed within the Gegharkunik Regional Prosecutor's Office's authority to protect state interests, an appeal was sent to the Sevan community and the Sevan National Park State SNCO demanding the dismantling of illegally constructed buildings and structures on 34 plots of land on the shore of Lake Sevan below the absolute elevation and the restoration of the land to its original state. As a result of the appeal, the buildings and structures on three land plots were completely dismantled, administrative proceedings were initiated for the remaining plots, and 23 decisions on demolition were made.
