ArmInfo. According to Prime Minister Nikol Pashinyan, with the release of the documents that formed the basis of the Nagorno-Karabakh negotiations until 2020, all questions regarding the process are closed. There is no longer a need for debates with former Armenian leaders.
"The opposition has found a new topic: publish the negotiating package, the negotiating package has been published. Now we're back to the same old narratives, which are long outdated," he said on December 3 in his closing speech at the debates on the draft state budget for 2026 in parliament.
"I'm telling you a formula that answers all the opposition's questions. When they talk about the negotiation process, they say: it had to be this way, it had to be that way. Let's ask them, they were in power for 30 years or more, so if there was such a chance, why didn't you take it? So, there was a chance for a pro- Armenian solution, and you didn't take it? So why are you calling us traitors? Then there are no greater traitors than you. "This option- a or b-it's all just a fake," he said.
Regarding criticism that in 2019 a new document regarding the Karabakh issue was received from the OSCE Minsk Group co-chairs, which he allegedly concealed from the public for about a year, Pashinyan pointed out that the document had been received before his time. This is evidenced by the fact that it refers to the "President of the Republic of Armenia," a position he has held, the Prime Mminister noted. "The 2019 document emerged based on the following logic: when I became prime minister in 2018, I set a task for the co-chairs, saying, 'There are many documents here, I don't understand which one is the starting point at this point, a summary of the previous round of negotiations.'
The June 2019 document, when I asked myself, 'Tell me, which document is a summary of the previous round?' The co-chairs presented it as a summary of the previous round of negotiations, and it was in this context that I asked, 'Okay, I'm reading it, now I'm interested in your interpretation. With these packages of documents, Karabakh cannot be part of Azerbaijan?' The answer was crystal clear: 'Yes, if Azerbaijan agrees.' This was also written, but I was new, I thought I might misinterpret what was written," Pashinyan pointed out.
"Now they say, 'Why hasn't the Key West package been publicized?' Because there is no Key West package in the possession of Armenia's government." The basis of the Key West package is what Levon Ter-Petrosyan conveyed to the Haykakan Zhamanak newspaper, and this was the ideological basis of Key West. Not to mention that there's no longer any need for it, he continued.
The Prime Minister is convinced that with the release of the negotiating package, all questions regarding the negotiation process are closed, and if Armenian citizens read these documents, no questions will arise. There's also no need for debates with former presidents. "I am not even inviting a debate now; there's nothing to discuss with them anymore. Let them read and talk about it. There's nothing to talk about," Nikol Pashinyan said.
