The Committee of the Whole is the main organ of the Conference of States Parties, consisting of all States Parties. It serves as the primary forum for discussing important substantive issues, particularly those that are sensitive and on which States Parties have not yet reached consensus. Accordingly, the Committee's primary function is to consider proposals submitted by all States Parties on relevant issues and to conduct negotiations to achieve a consensus. As the Chair, Armenia is responsible for leading these discussions and negotiations, interacting with all delegations, and ensuring their effective participation. The Chair plays a decisive role in organizing and conducting informal consultations.
