
ArmInfo. Lawyers for Tashir Capital will appeal the Public Services Regulatory Commission's decision to revoke Electric Networks of Armenia CJSC's electricity transmission license in the RA Administrative Court. Vardan Aloyan, a lawyer for Tashir Capital, which owns ESA, told journalists this.
According to him, if justice is not served there, a complaint will be filed with international arbitration. The lawyer noted that it is no secret that a political process is underway against Electric Networks of Armenia CJSC and that political orders are being carried out. Despite some pessimism regarding the PSRC's decision, some hope remains. The fact is that, as the lawyer noted, proceedings against the power grid were initiated based on nine violations presented by the RA Minister of Territorial Administration and Infrastructure, David Khudatyan. However, the Commission was actually reviewing six completely different cases, completely unrelated to the nine violations mentioned above.
In practice, as Aloyan emphasized, the Commission meeting considered issues for which no proceedings had been initiated. The lawyer reported that seven of the nine violations were dropped altogether, while the remaining two were upheld. Specifically, this concerns delays in connecting new consumers. David Khudatyan's previous report indicated violations in 2024, but after the lawyers presented their arguments, they were able to prove that out of 11,000 connections, the company actually missed deadlines in only four cases. Thus, this issue was practically resolved, but the interim grid manager, Roman Petrosyan, presented new data for 2025.
Another point concerned the reliability of the information provided by the grids. In his appeal to the PSRC, the head of the MTUI cited certain "reliable" sources, arguing that the number of complaints was so significant that they could hardly be used to claim that ESA was operating smoothly. Meanwhile, the MTUI itself had not received a single complaint. The lawyers insisted on submitting them, but received nothing. Moreover, Aloyan continued, during the PSRC meeting, Romanos Petrosyan presented data claiming that the grids had unaccounted for 830,000 kWh of unaccounted usage. However, after substantiation by the company's former CEO, David Kazinyan, this figure was drastically reduced to approximately 150,000. "It's curious that at the meeting, the same Romanos Petrosyan stated that he is a political figure and that his political statement was published on his social media page," the lawyer said.
As a reminder, on November 17, the Public Services Regulatory Commission (PSRC) stripped Electric Networks of Armenia (ENA) of its electricity transmission license. On June 18, law enforcement agencies arrested and subsequently remanded in custody Samvel Karapetyan, a prominent businessman and head of the Tashir Group of Companies, on charges of calling for the overthrow of the constitutional order. This occurred solely because Karapetyan, speaking out in defense of the Armenian Apostolic Church, stated in an interview that "we will intervene in our own way" if politicians fail to fulfill their mandate. Following Karapetyan's arrest, the authorities effectively seized control of ENA from the Karapetyan family, appointing Romanos Petrosyan, a member of the Civil Contract party, as interim manager.
