


ArmInfo.Until 2022, only one country was willing to sell weapons to Armenia. That was Russia. Other countries were hesitant because they doubted that Armenia would use the weapons solely for defending its internationally recognized sovereign territory. Prime Minister Pashinyan made this statements in his concluding remarks during the parliamentary debates on the 2026 state budget draft on November 13.
"Moreover, they said they were convinced we would use them outside our internationally recognized territory. This was unacceptable to them. This path opened up for us after October 6, 2022, when we essentially declared the recognition of our country's territorial integrity," Pashinyan said.
It should be noted that following the quadripartite meeting held on October 6 in Prague between Armenian Prime Minister Nikol Pashinyan, Azerbaijani President Ilham Aliyev, French President Emmanuel Macron, and European Council President Charles Michel, a statement was adopted where Armenia and Azerbaijan reaffirmed their commitment to the UN Charter and the 1991 Alma-Ata Declaration, by which both sides recognize each other's territorial integrity and sovereignty. Pashinyan thus recognized Nagorno-Karabakh (Artsakh) as part of Azerbaijan. On October 5, 2023, in Granada, Spain, on the sidelines of the European Political Community summit, Nikol Pashinyan signed a declaration recognizing Azerbaijan's area of 86,600 square kilometers, including Nagorno-Karabakh.
