
ArmInfo. Armenia has never provoked Azerbaijan into military action. Deputy Speaker of the National Assembly of the Republic of Armenia Ruben Rubinyan told reporters on November 11, referring to the statement made by Azerbaijani Foreign Minister Jeyhun Bayramov.
According to Rubinyan, the Azerbaijani Foreign Minister's statements are in line with those of all three Armenian presidents, who practically share the same position as Bayramov. "I want to state with full responsibility to Levon Ter-Petrosyan, Robert Kocharyan, and Serzh Sargsyan that Armenia did not provoke Baku to start military action in Nagorno-Karabakh, nor did it disrupt the negotiation process. All former presidents tell us that there were favorable settlement options. "Well, if these options were so favorable, such brilliant solutions, then why weren't they put into action? Perhaps because Baku disagreed?" the deputy speaker asked.
Additionally, he accused the second president of the Republic of Armenia, Robert Kocharyan, of upsetting the balance of power, which turned out to be 1 to 5. The politician believes the reason for all this is that it was not the country's military budget that was growing, but the family budget of the second president. "The years that should have been used to increase Armenia's military budget to balance the balance of power with Azerbaijan were used to increase the family budget of Robert Kocharyan, or perhaps Serzh Sargsyan," he noted.
Ruben Rubinyan pointed out the disrupted balance of power as the main cause of the war.
