
ArmInfo. Starting January 1, 2026, a new electronic notification system will be implemented in Armenia. It will utilize electronic platforms for individuals and the State Revenue Committee's electronic reporting system for legal entities and individual entrepreneurs. Amendments to the law "On Public and Individual Notification via the Internet" and a package of related laws will be discussed in the first reading at the plenary session on November 11.
As RA Minister of Justice Srbuhi Galyan noted in her speech, the legislative initiative will create a comprehensive and phased mechanism under which every person will be considered duly notified, regardless of whether they actually received the notification. "Individuals will have access to an electronic platform, which will be accessed through identification. If they log in to the platform, they will be considered notified. If they fail to log in within three days, a notification will be automatically delivered by mail to their registered address. If this is not done, or the individual declines to receive the letter, the notification will be published on the azdarar.am website, and seven days after publication, the individual will be considered duly notified," Galyan said.
The State Revenue Committee's electronic reporting system has been selected as the notification platform for legal entities and individual entrepreneurs. They will receive notifications not only from the SRC but also from other government agencies. In this case, the notification will be considered duly received three days after it is posted. The draft stipulates that the notification system will go into effect on January 1, 2026, and its technical details-official platforms, email addresses, and mechanisms-will be determined by government decision.
Galyan noted that the country has developed a situation in which problems have arisen in citizen-state and citizen-to-citizen relations related to inadequate notification. This, in turn, leads to citizens being unable to protect their rights and fulfill their responsibilities, as Armenia lacks an online notification system. The presented package fully resolves this problem, the Minister of Justice stated.
