The ambassadors of Germany, Latvia, and Switzerland were outside the country. The representative of the Council of Europe had a pre-scheduled meeting. The Greek ambassador is preparing to leave the country, and the Portuguese ambassador's mission has ended. However, some diplomats ignored the invitation without explanation. For example, the ambassador of France, the representative of the European Union, the ambassadors of Belgium, Lithuania, Austria, representatives of the WHO and the UN, and the ambassador of the Netherlands did so. The ambassadors of Spain and Estonia called to say they would observe the parade on the evening of November 7, but were told it was already late and there were no seats, Minval reports.
Representatives of 75 countries were present in the stands. Thirty-seven of them, including Russia, Ukraine, the Czech Republic, Hungary, Moldova, China, Israel, and Iran, were represented at the ambassadorial level.
