
ArmInfo.Armenia did not declare war on Azerbaijan in order to sign a peace treaty with it today. This was stated by Robert Kocharyan, the second president of the Republic of Armenia, at a press conference on October 7.
According to him, from a formal standpoint, it is unclear what the peace treaty should cover. The most interesting thing, Kocharyan continued, is that during the 44-day war in Artsakh, which the Armenian side lost, martial law was declared in the country. During the first Artsakh war in 1992-1994, martial law was not declared in Armenia, and no general mobilization was carried out, yet the Armenian side prevailed. "I, frankly, don't understand why all this is being done. Of course, it would be good if a peace treaty were signed, but if this document lacks guarantors and international mechanisms for monitoring violations, it will be just a piece of paper, not a document. It will be an election document for the campaign," said the second president of Armenia.
Robert Kocharyan pointed to the government's statements about the anarchy that reigns in a world where international law is practically nonexistent. "And this is indeed the case. Looking at the UN, it seems difficult to imagine a more defenseless organization. Political figures gather in one place and make statements without any consequences. First of all, the US does not grant the UN powers that could influence the global situation," the former president of Armenia emphasized. And it is no coincidence that in this situation, Azerbaijan is increasing its military budget, while Armenia is reducing it. "I don't have an answer to what's happening; it's difficult to explain within the logic of common sense," Robert Kocharyan remarked, suggesting that this is Ilham Aliyev's demand that Yerevan abandon militarization.
