
ArmInfo.On September 30, 2025, the Anti- Corruption Court of Appeals upheld the verdict of the Yerevan City Court of First Instance against Hrayr Tovmasyan, former Minister of Justice of Armenia, Chairman of the Constitutional Court, and one of the authors of the current Constitution. Thus, the court rejected both the appeals of the state prosecutor and the defense.
The Prosecutor General's Office reported, emphasizing that the actions incriminated against Tovmasyan relate to his abuse of office during his tenure as Minister of Justice of the Republic of Armenia.
On September 20, 2024, the Yerevan City Court of First Instance found Hrayr Tovmasyan guilty of two counts of crimes under Part 1 of Article 308 of the Criminal Code adopted on April 18, 2003, and sentenced him to release from criminal liability due to the expiration of the statute of limitations. Meanwhile, the state prosecutor had demanded a seven-year prison sentence for the Constitutional Court judge. However, as Tomvasyan's lawyers stated, according to the verdict, the statute of limitations had expired in 2019, before the charges were filed.
In 2019, the prosecutor filed an appeal against the verdict, citing the reclassification of the offenses and the application of the statute of limitations, while his lawyers filed appeals requesting that he be declared not guilty. On September 30, 2025, the Anti- Corruption Court of Appeals ruled to dismiss the appeals and uphold the verdict.
It's worth noting that Tovmasyan is one of the authors of Armenia's new constitution, which, among other important changes, transformed the country from a presidential to a parliamentary republic. The new constitution was adopted in 2015 and entered into force in 2018.
