


ArmInfo.As a result of the reform in the alternative care system, the number of children in full time foster care institutions has decreased almost fivefold - from 2,000 in 2014 to 400 by the end of 2024, as stated by Armenian Minister of Labor and Social Affairs Arsen Torosyan during parliamentary hearings discussing amendments to the RA Family Code and related legislation.
He noted that the amendments to the Law were aimed at developing an effective system for safeguarding children's rights and ensuring the proper implementation of international obligations based on the best interests of the child. The Minister emphasized the importance of the guardianship institution and noted that an increase in the number of foster families between 2018 and 2025. Currently, 108 foster families and 158 foster children are registered in Armenia, compared to 17 families and 18 children in 2018.
However, Torosyan emphasized the need for legislative changes to address unresolved issues.
