Deputy Chairman of the Armenian National Congress (ANC) Levon Zurabyan believes that Prime Minister Nikol Pashinyan's proclamation of the "Fourth Republic" is merely an attempt to erase from the public consciousness the responsibility and guilt he and the party he leads bear for the disasters inflicted on the Armenian people.
As a reminder, earlier today, at the 7th Congress of the ruling Civil Contract Party, Prime Minister Pashinyan declared the creation of the Fourth Republic of Armenia the State Duma's immediate strategic goal. According to him, after receiving the people's votes in the 2026 elections, the ruling party will initiate the process of adopting a new Constitution of Armenia through a national referendum.
"THE FOURTH REPUBLIC IS A FAKE." By proclaiming the "Fourth Republic," Nikol Pashinyan is once again committing an absurd act of ignorance and empty talk.
In general, the tradition of listing historical republics was established by the French, who distinguished the following periods of republican (non-monarchical) rule in French history:
1. The First Republic (1792-1804), which arose as a result of the French Revolution and ended when Napoleon proclaimed the First Empire.
2. The Second Republic (1848-1852), which arose after the revolution against the monarchy and ended when Napoleon's nephew Louis proclaimed the Second Empire.
3. The Third Republic (1870-1940), which was created when Louis Napoleon's empire fell under the attacks of Prussia and ended as a result of defeat by Nazi Germany.
4. The Fourth Republic (1946-1959), which was created after France's liberation from German occupation.
5. The Fifth Republic (1958 - present) was established when France changed its form of government from parliamentary to semi-presidential.
Thus, according to the presented tradition, the numbering of republics changes if the creation of a new republic was preceded by a) a period of non-republican rule (Republics 1, 2, 3), b) a period of occupation (Republic 4), or c) a different model of constitutional government.
According to these same criteria, the Fourth Republic in Armenia was established in 2018, when the transition from a semi-presidential to a parliamentary system of government took place.
This transition was carried out by Serzh Sargsyan, but he failed to continue his rule under the new system. The Fourth Republic had only one ruler - Nilol Pashinyan, who has ruled under this new model of government for eight years now.
Thus, the Fourth Republic has existed for seven years now and has brought us only defeat, the destruction of Artsakh, human and territorial losses, and humiliation.
Nikol Pashinyan's proclamation of the Fourth Republic is merely an attempt to erase from the public consciousness the responsibility and guilt that he and the Civil Contract party he leads bear for the disasters inflicted on our people.
It is also a ceremonial smokescreen, under which he wants to comply with Azerbaijan's demands for amendments to our Constitution. "Our goal is to remove Pashinyan and implement constitutional reform that will restore and revive Armenian statehood," Zurabyan wrote.
