
ArmInfo. The ruling Civil Contract Party has declared the establishment of the Fourth Republic of Armenia its immediate strategic objective. As stated by RA Prime Minister and Chairman of the Party Board Nikol Pashinyan, presenting the party's draft declaration at the 7th Congress of the Civil Contract Party, after receiving the people's votes in the 2026 elections, the ruling party will initiate the process of adopting a new Constitution of Armenia through a national referendum.
The Civil Contract Party, relying on the people of the Republic of Armenia, guided by the state interests of the Republic of Armenia, guided by the aspirations of the citizens of the Republic of Armenia to strengthen the independence and sovereignty of the Republic of Armenia, analyzing the history of the Third Republic of Armenia, believing in and being true to its historical mission to serve the inviolability of the Republic of Armenia, welcoming the peace established between the Republic of Armenia and the Republic of Azerbaijan, in the name of ensuring the freedom, security, well-being, and happiness of the Republic of Armenia and its citizens, in the name of strengthening the power of the people, relying on the ideology of Real Armenia,
ANNOUNCES THE CREATION OF THE FOURTH REPUBLIC OF ARMENIA AS A FUTURE STRATEGIC ACTION.
To this end, the Civil Contract Party:
1. At the next parliamentary elections of 2026, the Government of the Republic of Armenia will appeal to the people to extend its term of office for another 5 years, hoping to form a constitutional majority.
2. After receiving a vote of confidence from the people in the elections, it will initiate the process of adopting a new Constitution of the Republic of Armenia through a national referendum.
3. It will be based on the concept of the inviolability of the internationally recognized sovereign territory of the Republic of Armenia, covering an area of 29,743 square kilometers, and the borders encompassing this territory, both internal and external, based on the Alma-Ata Declaration of 1991.
4. Will intensify efforts aimed at the accession of the Republic of Armenia to the European Union without conflicting with regionalization, as well as at pursuing a balanced and balanced foreign policy.
5. Continue to implement the people's message of establishing peace and good-neighborliness with all neighbors, and strive to continuously institutionalize peace and good-neighborliness based on the principles of mutual territorial integrity, sovereignty, and the inviolability of internationally recognized borders.
6. Encourage the initiated and successfully ongoing process of confiscating illegal assets, protecting state and public interests, and returning illegal assets through other procedural tools, deepen the fight against corruption, and develop anti-corruption mechanisms.
7. Continue democratic reforms, strengthening people's power, activating transparent, inclusive, participatory, and effective governance instruments, efforts aimed at developing an independent judiciary, and the process of further developing and strengthening other democratic institutions.
8. Promote citizens' efforts to create prosperity through education and labor, support policies for significant reforms in education and the renovation of physical infrastructure, emphasizing the systemically important role of Akademgorodok.
9. It will encourage inclusive, productive, creative, free, and competitive economic activity, continue to promote the ongoing process of lifting the blockade, and provide comprehensive support to the "Crossroads of the World" project, viewing economic development as a matter of national interest.
The delegates to the 7th Regular Congress of the Civil Contract Party, in adopting this Declaration, kneel before all the martyrs of the Armenian people of all times, considering the establishment of the Fourth Republic of Armenia, in conditions of peace, sovereignty, and territorial integrity, the most respectful way to perpetuate their memory and the most precious tribute to their sacrifice.
