On September 18, at its regular meeting, the Armenian government established the qualification requirements for bidders in tenders for the procurement of goods, works, and services related to the organization and holding of the 8th European Political Community Summit, which will be held in Yerevan in May 2026.
As stated in the explanatory note to the document, Armenia's bid to host the upcoming 8th European Political Community Summit was previously approved.
"Considering the high level of the summit participants and the exceptional importance of the event, as well as the specific nature of the procurement items to be procured within its framework, the draft RA Government resolution proposes to establish qualification criteria for procurement participants within the procurement procedures for goods, works, and services for organizing the summit, the size of the participant's application and contract and/or qualification confirmation of the selected participant, or whether or not they are required to be submitted, the size of the advance payment and the procedure for its return, as well as the main contract conditions set forth in procurement applications," the document states.
The European Political Community (EPC) is an intergovernmental organization established for political and strategic discussions on the future of Europe, proposed by French President Emmanuel Marcon in May 2022. Macron's project aims to provide a platform for coordinating the policies of all European countries and to promote political dialogue and cooperation to address issues of common interest, strengthening the security, stability, and prosperity of the European continent, particularly in light of the energy crisis. The European Political Community also includes non-EU countries such as the United Kingdom, Azerbaijan, Iceland, Ukraine, Moldova, Turkey, Georgia, and Armenia.
The public first learned of Armenia's intention to host this event from Russian Foreign Minister Sergey Lavrov. At a meeting at the Russian-Armenian University in Yerevan, Lavrov announced that the Russian side had assessed the idea during talks with its Armenian counterparts. The minister expressed hope that this assessment is understandable and will be respected, just as Russia respects the actions of its partners and allies within the CIS and CSTO.
The summit was initially initiated as a format for the participation of European OSCE members, excluding Russia and Belarus. According to the head of the Russian Foreign Ministry, this circumstance alone indicates the purpose for which this community was created.
Since 2022, the Armenian Prime Minister has regularly participated in European Political Community summits. It was in October 2022 that a declaration was signed on the sidelines of such a summit in Prague, in which Yerevan recognized Nagorno-Karabakh as part of Azerbaijan.
