The legal team representing Samvel Karapetyan, the president of Tashir Group, is thoroughly investigating the actions of Mesrop Mesropyan, Chairman of the Public Services Regulatory Commission, with the intention of launching criminal legal action. Armen Feroyan, Samvel Karapetyan's attorney, made this announcement during a press conference on September 15.
According to him, the initial findings of the study indicate that the actions of the PSRC head contain elements of an alleged crime, specifically related to abuse of office. The lawyer noted that immediately after the decision of the Stockholm Arbitration Court on Electric Networks of Armenia CJSC, the Chairman of the Public Services Regulatory Commission of the Republic of Armenia sent a note to the Government asking for clarification of the situation. In response, the representative of Armenia for international legal affairs pointed out the need to comply with the requirements of the international arbitration court and temporarily suspend the powers of the temporary manager of ENA. Moreover, in response to the demand of a legal team, the head of the PSRC sent a message that has nothing to do with the suspension of the interim manager's powers and the execution of the arbitration court's decision.
Armen Feroyan emphasized that due to the PSRC head exceeding his powers, the legal team is preparing an appeal to the Prosecutor General's Office of the Republic of Armenia. This appeal will report a crime under Articles 441 and 507 (refusal to execute a judicial act) of the Criminal Code. Feroyan noted that there are sufficient grounds to take criminal-legal action against the head of the PSRC under at least these two articles. The report on the commission of crimes will be submitted to the relevant structures in the near future. "It is impossible to violate the requirements of the law to please someone. I urge all deparrtment heads responsible for legal issues to refrain from violating the requirements of the law, as sooner or later they will be held accountable," the lawyer said.
