
ArmInfo. The Armenian Defense Ministry has proposed a 'working scheme' to ensure citizens' participation in military training. This is not only about a new notification system, but also about tougher sanctions for evading participation. Amendments to the law On Military Police and the Criminal Code of the Republic of Armenia were presented by Deputy Minister of Defense Hrachya Sargsyan on September 5 at a meeting of the parliamentary committee on defense and security issues.
According to the deputy minister, the project proposes to expand the powers of the Military Police. In particular, the Military Police not only prevents and suppresses crimes, but also identifies and solves them. It is authorized to assist military commissariats in organizing military registration of citizens, conducting mandatory or voluntary conscription for military service, as well as reservist training activities. The military police will also be authorized to ensure, upon written request from the bodies conducting criminal proceedings, the delivery or escort of military personnel detained or arrested in the course of criminal proceedings to the specified locations to participate in the necessary investigative and procedural actions.
In addition, the provision was tightened in which evasion was committed by causing oneself bodily harm or simulating a particular illness, by forging documents or deception. As Sargsyan pointed out, there were also some legislative problems. That is, in the Criminal Code there was liability, the concept of "evasion", which was not disclosed, it was not clear what exactly was meant by the word "evasion", and this created various problems in the context of criminal proceedings. After working with colleagues, the Ministry of Defense explained what the provision "evasion" means, the deputy minister noted. As for sanctions for evasion, the deputy head of the Ministry of Defense explained that, first of all, this implies administrative liability for a citizen in the amount of 15-30 times the minimum wage (versus the previous 20-times fine), or up to two years of imprisonment, depending on the basis for evasion - document forgery, self-harm, simulation. At the same time, the criminal case is closed if the citizen nevertheless expresses a willingness to take part in the training camp.
Touching upon the innovations in the notification system for military training, Hrachya Sargsyan noted that the relevant project was adopted by the parliament on April 1 of this year. The system has been launched in pilot mode, it works effectively, and starting in October, when the next training and military conscription will begin, all military registration and enlistment offices will send notifications in electronic format, he added.
Thus, all notifications will be sent to the official e-mails of citizens. All citizens who have a public service number (social security card) and an ID card have an official e-mail, he explained. They can view these notifications by logging into the system on the Azdarar.am portal. Identification is required for access.
Additionally, SMS messages about the receipt of notifications will be sent to the phone numbers indicated in the military registration and enlistment offices. And you can view its content in the mail itself. If the recipient does not open the letter within five days, the Haypost operator will deliver it to the registered address. When changing a place of residence, according to the law, a citizen is obliged to notify about the new place of registration, Sargsyan said.
If this message is not received, the data is publicly notified in the Azdarar system. , he added.
The Deputy Minister of Defense is confident that the introduction of the new system will ensure 99% notification of citizens.
