Digital driving licenses, technical passports to be issued at much  lower tariffs 

ArmInfo. On September 4, at a regular meeting of the Cabinet of Ministers, Armenian Interior Minister Arpine Sargsyan spoke about the 'bonuses' of obtaining digital licenses and registration certificates and presented a draft  solution aimed at resolving technical issues.

The Minister recalled that on September 1, a resolution came into  force allowing citizens to drive vehicles without the physical  presence of a driver's license and registration certificate. The  innovation applies only to documents issued by the competent  authorities of the Republic of Armenia.

"Since September 1, our citizens who have a driver's license are  exempt from the obligation to carry a plastic driver's license.  Before that, the principle of responsibility was in effect: if there  was no plastic driver's license, then drivers were brought to  administrative responsibility. Currently, all digital driver's  licenses have already been generated in the system and are available  through the identification system," she noted.

When receiving a document for the first time, a citizen can choose a  plastic or digital version. In case of choosing a digital version,  the state fee is halved.

"If a person prefers a plastic driver's license or a technical  passport, he pays a one-time fee, and in the future can use the  digital version," the Minister of Internal Affairs explained.

The draft does not exclude the process of physical presence of a  registration certificate and a driver's license, since in the  conditions of international road traffic, a citizen (driver) of the  Republic of Armenia, in accordance with the international obligations  of the Republic of Armenia, must physically (in the form of a card)  have a driver's license for the right to drive a vehicle, and in the  case of driving a vehicle registered in the Republic of Armenia, also  a registration certificate.
