ArmInfo. To ensure safety of health workers and prevent attacks against them, the Parliamentary Standing Committee on State and Legal Affairs approved a bill presented by Hasmik Hakobyan, an MP from the ruling Civil Contract party.
The bill proposes to establish liability for obstructing the legal professional activities of a health worker. The proposed punishments include a fine equal to ten times the minimum wage, community service for up to 100 hours, restriction of liberty for up to one year, and short-term imprisonment for up to one month. If obstruction is accompanied by threats of violence, the penalties increase to a fine of twenty times the minimum wage, community service from 100 to 200 hours, restriction/imprisonment of liberty for up to two years, and short-term imprisonment for up to two months. Hakobyan cited data from the Ministry of Internal Affairs showing 27 cases of violence against medical workers registered in Armenia from 2023 to 2025.
