This is a classic truth, and the formula for any effective negotiations, as stated by Secretary of the opposition parliamentary faction "Armenia" Artsvik Minasyan in a conversation with journalists on September 3, touching upon the peace agreement initialed between Armenia and Azerbaijan on August 8 in Washington D.C..
In this vein, he stated that if the "peace" declared by the Armenian authorities does not change Azerbaijan's policies towards Armenia, then it is merely an illusion. The Dashnaktsakan added that the Azerbaijani side, by coercing further concessions from Armenia, is moving to the next stage of capturing Armenia. "Meanwhile, Armenian Prime Minister Nikol Pashinyan simply rephrased the entire international terminology and interpreted it as he pleased at the moment," Minasyan believes.
He noted that it is still unclear what the document signed with Azerbaijan contains exactly. He is confident that the document is most likely compiled in a way that allows the enemy side to interpret its provisions to their advantage. "And in this case, the Armenian authorities will not be able to simply declare that, from their perspective, the document does not mention a "corridor." The whole question is how it is written and how it will be interpreted," Minasyan noted.
In connection with the above, he pointed out that the Vienna Convention on the Law of Treaties provides specific rules of interpretation and requires transparency in the content of the negotiations. "We still do not have a complete set of documents that disclose the content of the negotiations, agreed upon by both sides. We have only been presented with a few documents, and even those, Nikol Pashinyan interprets based on his own ideas," the Dashnaktsakan was indignant.
Additionally, he posed a rhetorical question, questioning how one can talk about peace after the forced displacement of the entire Artsakh population, and when one of the parties achieved its results through violence, voicing threats and humiliation on an everyday basis. Minasyan believes that the current geopolitical situation doesn't support the achievement of peace, despite the discussions by the leaders of the two countries.
Touching upon yesterday's rally of Artsakh residents on Freedom Square, he emphasized its importance in demonstrating the international community that the majority of Armenians are committed to their rights and do not support the policies of the Armenian authorities. In this vein, he said that there are many signals from supportive circles in Armenia and Artsakh, who assure that if there is a change of power, the issue of the return of the Artsakh people will be on the agenda once again.
