"Of course, we had already realized that de facto the OSCE MG was no longer working, but de jure it continued to exist anyway, and it was important to preserve its formal existence," Stepanyan emphasized.
He recalled that today there is another opportunity to raise the issue of the return of the NKR population, namely, the Swiss Peace Initiative for Artsakh, which includes 19 Swiss deputies and a number of political and public figures. He noted that this initiative involves the creation of a platform where the rights of the people of Artsakh will be discussed, including their right to return. "At the moment, this is a big gain that should be widely promoted. We need to continue working towards gaining support from various states for this initiative. This is important, as this process was initiated by a third party, and it is not driven by any specific country's interests, but rather aims to establish a platform for discussing these issues," the human rights activist noted.
Stepanyan also pointed out that when speaking about the right to return, one must not forget that it comes from the right to self-determination. "The Artsakh conflict is a conflict for self-determination, therefore a full settlement of the Nagorno-Karabakh conflict should be discussed not only within the framework of the right to return, but also in the context of the right to self-determination. The right to return is currently the basis for the renewal and implementation of the right to self-determination," the Artsakh Ombudsman clarified.
