Armenian Prime Minister Nikol Pashinyan surrendered Artsakh, recognized it as part of Azerbaijan and dissolved the OSCE Minsk Group, and all of this occurred within the mandate given to him by the citizens of Armenia, as stated by Samvel Shahramanyan, the 5th President of Artsakh, to journalists following the opening ceremony of the Call of Artsakh Memorial in the Yerablur military pantheon.
Shahramanyan recalled that the Armenian Prime Minister has stated many times that he will step down if the Armenian people demand it. Touching upon the dissolution of the OSCE Minsk Group, the only structure mandated to resolve the Nagorno-Karabakh conflict, Shahramanyan emphasized that the right to return is guaranteed by international law, and assured that the Artsakh people are determined not to give it up. He expressed confidence that the issue is not yet closed, dispite the dissolution of the OSCE MG. In this vein, he mentioned the Swiss Peace Initiative, which aims to create a platform for dialogue on the return of the Artsakh population to their homeland.
"Even during the existence of the Minsk mechanism, the forced displacement of the Artsakh population became possible. That is why I hope that another mechanism will be created to allow this issue to be raised again," the 5th President of the NKR noted. The politician also touched upon the decree on the dissolution of the Nagorno-Karabakh Republic, reaffirming that this document holds no legal force and was signed solely to save the Artsakh population. "However, upon arrival in Armenia, we issued a statement regarding this decree and revoked it. And if there are people who believe that such a decree exists, then they should also remember that there is a document that invalidates it," Shakhramanyan concluded.
