The head of the investigative group created by the decision of the head of the Kotayk regional investigative department of the Investigative Committee of the Republic of Armenia Hovhannes Chalabyan, senior investigator for especially important cases of the Nairi investigative department of the RA Investigative Committee Sahak Babakhanyan and two investigators filed a petition to the Criminal Court of General Jurisdiction of the Kotayk region on choosing a preventive measure in the form of detention for a period of two months against three persons who committed hooliganism and murder with the use of a firearm on August 14 under the bridge near the house of a criminal authority nicknamed "Fat Rustam" in the settlement of Proshyan in the Kotayk region of Armenia. As the source notes, after holding closed court hearings, the court granted the investigator's motion, and the said persons were arrested, after which they were transferred from the courtroom to the Nubarashen Penitentiary Institution of the Penitentiary Service of the RA Ministry of Justice.
One of the detainees is Artashes Tonoyan, a resident of the Kotayk region, whose father is a general by rank and adviser to the RA Minister of Defense Suren Papikyan.
Recall that on August 14, a shooting took place in the Kotayk region, as a result of which a citizen with a gunshot wound was taken to the Armenia Medical Center, who subsequently died. While doctors were fighting for his life, criminal and municipal police officers found out that he had been taken to the hospital from the village of Proshyan in the Kotayk region - from a section of the Yerevan-Ashtarak highway, not far from the house of crime boss Rustam Stepanyan, known by the nickname "Fat Rustam". Five spent cartridges were found at the scene of the shooting. A criminal case was opened in the Nairi Investigation Department on the grounds of "attempted murder". The deceased was 24-year-old Mamikon D., a resident of the village of Proshyan, who had not previously been involved in any criminal stories and was considered a modest and decent young man in the village.
