As noted in the justification for the draft decision of the RA government, adopted on August 7, the project provides for the urgent purchase of design and estimate documentation for the reconstruction of the stadium from one person. The need for this is due to the holding of the FIFA Youth World Cup in Armenia in 2029. Earlier, the Football Federations of Armenia and Georgia submitted a joint application, and UEFA confirmed its support for the application. However, for its final approval, it is also necessary to fulfill the conditions necessary for holding such a championship in the country. The main condition is the availability of a UEFA Category 4 stadium. As a result of lengthy negotiations and research, the city of Vanadzor was chosen, where there is already an old unused stadium with 3,000 seats. It was decided to reconstruct the existing stadium and build a new stand, which will increase the number of spectator seats to 10 thousand.
Previously, it was decided to entrust the development of design and estimate documentation to foreign companies with international experience in the design and construction of similar stadiums. For this purpose, the RA MESKS received two price offers: from The Stadium Consultancy B.V. and VenueEra Holding LLC. The Ministry held verbal and written negotiations with both companies, and since the content of both offers was identical, it selected the company that submitted the lowest price offer, VenueEra Holding, as the designer, which will carry out the design.
The designer offered an initial price of 612,000 euros, which was reduced to 593,040 euros, of which 98,840.0 euros were for the preparation of the project and 494,200.0 euros for the design. At the same time, the designer offered an additional discount of 15,480 euros in case of an advance payment of 40%. The entire design process is planned to be completed in 8 months. Considering that the project is subject to both a simple urban planning assessment and a state comprehensive assessment, construction work will be able to begin in mid-June 2026 at best. According to proposals received from both companies, construction will last 24 months.
