
ArmInfo. On July 24, at a regular meeting, the Government of Armenia assigned the authority to manage state shares (interests) of the Scientific Center of Traumatology and Orthopedics CJSC to the Ministry of Health of the Republic of Armenia.
In 2017, by the decision of the government, the Scientific Center of Traumatology and Orthopedics CJSC was transferred from the Ministry of Health to the State Property Management Department. Currently, there is a need for the Ministry of Health to retain the right to manage the latter's shares, which are in state ownership.
As stated in the explanatory note to the document, in 2020-2022, the organization was re-profiled due to the treatment of patients with COVID-19. Since March 2022, the organization has been re-profiled again, as a result of which it has resumed its normal operations. In 2022, the organization ended the year with a profit, which was due to the storage of a large amount of raw materials and supplies at the enterprise, which contributed to their use and most of the funds allocated for the payment of wages.
However, for 2023-2024, the organization accumulated accounts payable in the amount of about 37 million drams, which tends to constantly grow. In 2023, the net loss amounted to 18.2 million drams, in 2024 - 39.3 million drams.
The latter is due to a decrease in income, especially paid services. In 2024, it decreased by about 27% compared to 2023, other income decreased by about 2 times.
In addition to the above, the Organization is also affected by non-financial factors, in particular, the outflow of medical personnel. Along with all this, the Organization periodically took measures to reduce costs, in particular, staff reductions and a reduction in working hours were implemented.
"In order to ensure the efficiency of the distribution and planning of the Organization's financial resources, it became necessary to transfer the management of the Organization to the Ministry of Health," the document states.
