It is necessary to ensure the integration of Artsakh residents in Armenia in order to move away from the principle of "no man, no problem", as stated by Artur Khachatryan, a member of the Armenian parliament from the opposition faction "Armenia" on July 9 during the hearings on social programs for Artsakh residents, organized by the legislative body of Nagorno- Karabakh.
According to Khachatryan, the position of the Armenian authorities on this issue differs significantly from the necessary approach. The deputy emphasized the importance of making maximum use of the limited opportunities available to create decent living conditions for the people of Artsakh in the country. He highlighted the urgency of these steps to prevent the outflow of the Artsakh population from the country.
During the hearings, Artsakh Ombudsman Gegham Stepanyan reported partial success in restoring the professional experience of Artsakh residents upon retirement. He explained that an agreement had been reached for all community and state institutions: people who worked there would no longer need to provide the relevant certificates. However, as Stepanyan added, the issue remains unresolved for those who worked in private organizations, for example, in stores. "According to new changes, their issue has not yet been resolved; they still need to confirm their experience in court," Stepanyan clarified.
In turn, the head of the Artsakh Union public organization, Artak Beglaryan, said that they had submitted more than 20 different proposals on the housing program of the Armenian government, some of which had been accepted and appropriate amendments had been made.
Armen Sargsyan, an expert at the Genesis Armenia Analytical Center, believes that it is also necessary to appeal the refugee status that the Artsakh residents were given. According to him, only real refugee status provides the necessary guarantees to the people of Artsakh that cannot be suspended.
