ArmInfo. The Investigative Committee of Armenia has completed the preliminary investigation of the criminal case against four individuals who attempted to organize mass riots in Syunik on April 21, 2021, during Prime Minister Nikol Pashinyan's visit to the region.
According to the investigative body, the head of the security service of one of the enterprises operating in the Syunik region, having learned in advance about Pashinyan's planned visit to the Syunik region on April 21, 2021. In order to obstruct the visit, on April 20, he sent a voice message to an employee of the company and emphasized the preparation of hooligan actions planned by them in connection with the visit of the head of the Cabinet.
On April 21, 2021, during Pashinyan's visits to the settlements of Agarak, and then Meghri, A.G. in order to achieve his criminal goal, namely, to raise a large wave of discontent and intolerance towards state bodies and officials among the population, he reached an agreement in advance with the head of another department of the company, according to which he provided a live broadcast of the organized illegal actions of the events taking place through a journalist and cameraman of one of the media outlets. In turn, the cameraman of the media outlet, who carried out the live broadcast, did not film or cover the details of the official visit, but broadcast the illegal actions.
At the same time, A.G. organized the commission of hooliganism by a group of individuals, which manifested itself in the following actions: a group of individuals intentionally and grossly violated public order, namely, demonstrating a disdainful attitude towards moral standards, publicly expressed offensive expressions; did not obey the legal demands of law enforcement officers.
In particular, according to the Investigative Committee, during the hooliganism committed, they damaged the front door of the car driven by employees ensuring the Prime Minister's security, tore the clothes of the head of the State Security Service and an employee, tore off the shoulder strap of a police officer, and tore his uniform.
In addition, more than two dozen people gathered in the area adjacent to the Goris-Kapan highway, organized by A.G., where, on the instructions of M.G., a group of representatives of the settlements of the Goris community also arrived, who, within the framework of the general agreement reached, were supposed to block the road and impede the movement of the motorcade during the passage of the Prime Minister's motorcade.
In addition, two more individuals gave eggs to the assembled people with the intention of throwing them at the motorcade serving the Prime Minister of the Republic of Armenia, after which, at their direction, they made offensive statements towards government officials. A public criminal prosecution was instituted against A.G. under Part 1 of Article 44-46-327 of the Criminal Code (attempt to organize mass riots), and against Z.T., A.G. and A.M. - under Part 1 of Article 46-44-327 (assistance in organizing mass riots). Bail and a written undertaking not to leave were applied as a preventive measure against A.G., Z.T. and A.G., and a written undertaking not to leave were applied against A.M.
The criminal case against four individuals was sent to the supervising prosecutor with an indictment.
