As a result of the 1531st meeting of the Committee of Ministers of the Council of Europe on Human Rights,(ECHR), held from 10 to 12 June 2025, the Committee of Ministers concluded with a final decision the supervision of the execution of a total of 7 judgments against the Republic of Armenia.
As reported by the press service of the Office of the Representative for International Legal Matters, the Committee took into account the individual and general measures taken by the Government of the Republic of Armenia to eliminate the violations recorded by the European Court of Human Rights (hereinafter referred to as the European Court) in relation to these cases.
The Office called it noteworthy that the Committee of Ministers has completed the enforcement and supervision proceedings of the judgments in the group of cases "Gabrielyan v. Armenia" (application no. 8088/05). In this group of cases, among others, the European Court had recorded a violation of the right to ensure the effective exercise of the right to question a witness who has testified against him, guaranteed by Article 6, paragraph 3 (d) of the European Convention for the Protection of Human Rights and Fundamental Freedoms (hereinafter referred to as the Convention).
In another case, " Ter-Petrosyan v. Armenia) (application no. 3646/08), the European Court had recorded a violation of the Convention, in particular, in terms of the absence of effective domestic remedies for interference with the right to freedom of peaceful assembly. It is noteworthy that the Committee of Ministers has also concluded the enforcement and supervisory proceedings of the judgment in the case, describing the general measures initiated by the government in that direction as a positive development, as well as the domestic judicial practice presented by the government regarding the application of the compensation institute.
Among the closed proceedings is also the case of "D.S.v. Armenia" (application no. 82348/17), in relation to which, within the framework of the action report submitted to the Committee of Ministers, the government presented the new regulations on extradition, which were established by the RA Law "On Legal Assistance in Criminal Proceedings" adopted on November 24, 2024.
