The Geghard Scientific and Analytical Foundation has filed a complaint with the Presidium of the Russian Academy of Sciences (RAS), the Expert Council on History of the Higher Attestation Commission (HAC) and the Web of Science administration regarding violations of scientific and ethical standards by the journal "Voprosi istorii".
As noted in the Foundation's message received by ArmInfo, special attention is paid to a steady tendency to publish materials reflecting the interests and ideological attitudes of individual post-Soviet national historiographies - in particular, the Azerbaijani one. It is pointed out that the main editor of the journal since 2018 is Pyotr Akhmedovich Iskenderov, who inherited" this position from his father, Akhmed Akhmedovich Iskenderov, who headed the publication from 1988 to 2017.
"Both of them are representatives of the Azerbaijani scientific environment, and it is with this circumstance that the fact that materials of authors from Azerbaijan, distinguished by pronounced anti- Armenian and pseudo-scientific content, are regularly published in the journal" the report emphasizes. Specifically, in articles devoted to ethnohistorical, demographic and cultural issues of Transcaucasia, where the role of the Armenian population is consistently silenced or subjected to distorted interpretation. The foundation noted that the years 2022-2023 became especially "fertile" for Azerbaijani propaganda.
The Geghard Foundation called for an academic examination of the editorial policy of the journal "Voprosi istorii" on the subject of systematic violations of scientific integrity. Also, it demanded to stop or review the journal's indexing in international databases, including Web of Science and the Russian Science Citation Index and recommended to exclude it from the Higher Attestation Commission list until the elimination of violations.
