The Artsakh Parliament did not nominate and elect a candidate for the NKR presidency upon the expiration of Samvel Shahramanyan's term of office on May 21, 2025, as outlined in Articles 88 and 168.1 of the Constitution. The statement emphasizes that the failure to elect a new candidate was influenced by several factors. Particularly, this includes aggression from Azerbaijan, the occupation of Artsakh and the resulting forced displacement of the local population.
Additionally, the elections did not take place due to the Armenian government's stance on resolving the Artsakh conflict and the activities of the NKR state institutions, as well as the current political situation in Armenia and the region, along with the associated threats and challenges.
