Referring to the content of the report, Hay Dat noted that independent international investigative bodies, legal institutions, foreign experts and human rights organizations have uncovered numerous cases of Azerbaijan falsifying charges, manipulating forensic reports, concealing evidence and deliberately failing to investigate human rights violations.
The authoritative international organizations Human Rights Watch (HRW) and Amnesty International are cited, which have also documented this pattern of behavior by Azerbaijan, including targeted attacks, arbitrary arrests and politically motivated persecution of both citizens and those protesting against corruption and those reporting human rights violations by the authorities. < The systematic targeting of individuals who speak out against state policies and defend human rights is a frequent practice by the Azerbaijani authorities, with which Azerbaijan seeks to cover up real violations. This indicates that the state is not only not committed to protecting human rights, but also persecuting those who defend them>, the statement says.
The ARF also noted that Azerbaijan's legal institutions operate at all levels in an atmosphere of impunity, due to the lack of independence, the refusal of state bodies to investigate crimes, and their direct involvement in covering up human rights violations. This trend is most evident in the protocols on human rights violations committed by Azerbaijan against Armenians.
