This is the viewpoint of Ombudsperson Anahit Manasyan's on the draft law regarding the buyout of military service, proposed by ruling Civil Contract faction MP Hayk Sargsyan and approved by the government. She made this comment during a briefing at the request of journalists.
Manasyan emphasized that introducing legal mechanisms that give the impression that people of a certain financial status can avoid fulfilling their obligations is unacceptable. According to her, such issues should not be resolved based on financial resources.
The human rights activist also pointed out that hazing is common in the Armenian Armed Forces, and such decisions will only worsen the situation. In this regard, the Ombudsman noted that the risks were not properly assessed when drafting the bill.
According to Manasyan, this draft law was not submitted to the Ombudsman's Office before being adopted. "If I consider that the draft does not solve the issues I see, I will appeal to the Constitutional Court. But for now, I hope that my colleagues will take into account all the comments we have submitted," she said.
