ArmInfo.The MP of the "Armenia" faction, Dashnaktsakan Aghvan Vardanyan, explained why it is impossible to successfully implement the initiative to impeach Armenian Prime Minister Nikol Pashinyan in the current conditions.
On May 7, in a conversation with journalists in parliament, he presented his stance on this initiative. Vardanyan pointed out that in parliamentary systems, where the balance of power can change, impeachment is a real tool for expressing no confidence in the prime minister even in the event of minor mistakes. However, he noted that the situation in Armenia is different: here absolute power is concentrated in the hands of one person and one faction - the "Civil Contract". In this vein, he explained that the impeachment process in Armenia can only be initiated if there is a real dual power.
Additionally, the MP referenced David Harutyunyan, a member of the executive body of the Republican Party of Armenia (RPA), who claimed that impeachment is only possible with strong public pressure. Dashnaktsakan noted that he agrees with Harutyunyan on the importance of creating a situation where public opinion influences decisions. "There is another aspect: David Harutyunyan emphasizes that those initiating impeachment are not primitive and flexible. In his opinion, the real goal is to choose a single candidate for the post of prime minister, since without this it is impossible to start the impeachment process. If this is indeed the case, then it was necessary to initiate a discussion on this matter. Why turn the whole process upside down? A single candidate can be determined either through strong public pressure or during the elections," the MP clarified.
Vardanyan believes that mixing the sequence of steps in this process is an adventure and a provocation aimed at blackmailing the Armenia faction. "Either you declare your intention to impeach the candidacy of the second president Robert Kocharyan, or admit that he is not your candidate. However, Edgar Ghazaryan and Narek Malyan constantly claim that Robert Kocharyan does not have resources and that he is not the leader of the Armenia bloc," Vardanyan noted.
The MP mentioned Edgar Ghazaryan's meeting with the second and third presidents of Armenia, and pointed out that after these meetings, information appeared in the press that only the second president did not support the idea of initiating impeachment now. He added that there are many supporters of impeachment right now among the Republicans and recalled that Artak Zakaryan, who plays an important role in the RPA, claims that "impeachment will give the future government the opportunity to cancel the decisions of today's government and will lead the opposition forces to unite." Meanwhile, as Vardanyan noted, the head of the opposition faction "I Have Honor" Hayk Mamijanyan stated that impeachment is possible, but at the moment they do not have a candidate. Vardanyan noted that the statements coming from the camp of the third president of Armenia forced him to put an end to this initiative. Dashnaktsakan expressed the conviction that this campaign, organized against the "Armenia" bloc and the second president, is immoral and, therefore, will be ineffective.
