The opposition factions of the National Assembly of the Republic of Armenia With Honor and Armenia have submitted to the agenda of the National Assembly a draft resolution on the creation of a commission on parliamentary ethics in connection with the behavior of the NA deputy Andranik Kocharyan.
Taguhi Tovmasyan, an MP from the I Have the Honor faction, who presented the draft resolution at the plenary session of the National Assembly on May 6, noted that the need to present the document arose to study the behavior of the NA MP in the parliament corridor on March 20, 2025. "MP Andranik Kocharyan, showing discriminatory attitude on the basis of gender in the NA corridor on March 20, 2025, insulted journalist Hripsime Jebejyan. He also showed disrespect towards the journalist," Taguhi Tovmasyan noted, adding that similar attitudes towards media representatives had been observed with the participation of the said MP before, but none of these cases became the subject of discussions in the RA NA committees. Despite the fact that the ruling faction agrees with Kocharyan's violation of ethical norms, it nevertheless spoke out against the idea of creating a temporary ethics committee. Tovmasyan noted that both factions considered it necessary to create a temporary NA commission and issue a conclusion in order to prevent such behavior in the future.
In turn, the NA member of parliament from the ruling Civil Contract faction Alkhas Ghazaryan noted that she condemns the unethical behavior of any deputy. She emphasized that a permanent ethics committee will soon be created in parliament, which will deal with such issues, and until then she proposed to refrain from the idea of creating a temporary committee. Ghazaryan noted that the composition of the permanent ethics committee will be formed on an equal basis.
Andranik Kocharyan insulted the head of the Tribune.am news service Hripsime Jebejyan during a briefing in March of this year, demanding that she step away from him and "wipe her lips." After this, the opposition factions "Armenia" and "I have the honor" proposed creating a committee on parliamentary ethics.
Earlier, over 100 journalists signed a letter demanding that the prime minister study Kocharyan's behavior in connection with the incident with Jebejyan.
