This was stated by the Chairman of the Constitutional Court of Armenia Arman Dilanyan, touching upon Azerbaijan's demands to amend the main law of Armenia and the allegations of territorial claims to other states in it.
Dilanyan expressed confidence that if the Venice Commission, not to mention other experts who were working on the text of the Armenian Constitution at that time, had noticed any territorial claims to any country. they would not have approved it. "International law obliges states to respect each other's territorial integrity and the inviolability of borders. A state cannot simply decide to create a legal document that directly encroach on the territorial integrity of another state, and this is tantamount to a direct encroachment. Even if you formulate such a requirement, it will be a regulation that contradicts the international legal order. The claims made by Azerbaijani officials regarding supposed territorial claims in our Constitution lack substance. I emphasize that before the Constitution was put to a referendum, it underwent an examination, including by international organizations," Dilanyan said in an interview with the Armenian service of Radio Liberty.
