This was stated by the Prime Minister of Armenia Nikol Pashinyan from the rostrum of the parliament on April 15.
In particular, according to him, from 2018 to September 2023, the Armenian government allocated 367 billion drams or 130% more to the Nagorno-Karabakh Republic than in 2012-2017.

Earlier, in November 2023, the RA Ministry of Finance told ArmInfo that the total amount of interstate loans issued by the Republic of Armenia to the Republic of Artsakh from 1993 to 2023 amounted to 1 trillion 155 billion 973 million drams or about $2.9 billion at the current exchange rate. At that time, the total amount of loans provided to the Republic of Artsakh amounted to approximately 25% of the state debt of the Republic of Armenia itself ($11.3 billion).
Thus, from 1993 to 2000, Armenia provided Artsakh with loans on preferential terms (with an annual interest rate of 0.01%) in the amount of about 43.4 billion drams, from 2001 to 2003 - annually 9-9.5 billion drams, from 2004 to 2018 the figure increased by about 11 billion drams (annually) to 51.4 billion drams. In 2019, the government allocated an interstate loan to Stepanakert in the amount of 57.8 billion drams, in 2020 - 75.1 billion drams, by 2021 sharply increasing the amount almost doubling to 128.7 billion drams. Last year, the actual volume of loans reached 176 billion drams (against 144 billion drams approved by the Law ). In 2023, despite the fact that the RA state budget fixed the figure at 136 billion drams, and then adjusted to 156.4 billion drams, according to the Ministry of Finance, as of October 1, 2023, the actual amount of allocated funds amounted to about 145 billion 175 million drams.
The repayment period for loans issued for 1993-2021 was set for January 1, 2025, for the loan for 2022 - for January 1, 2026, and for the loan issued in 2023 - for January 1, 2027. The interest accrued until the repayment date is slightly more than 1 billion drams, the Finance Ministry noted at the time.
There was no longer any reason to include the corresponding expenditure item in the RA state budget for 2024, since on September 19, 2023, Baku began large-scale military operations against Artsakh. On September 20, the NKR authorities agreed to disarm the NKR Defense Army and negotiate. On September 24, the exodus of Armenians from Nagorno-Karabakh (Republic of Artsakh) began, and on September 28, NKR President Samvel Shahramanyan signed a decree on the termination of the existence of the Republic of Nagorno-Karabakh (Artsakh) from January 1, 2024 and the dissolution of all state institutions.
