The program to help IDPs from Nagorno-Karabakh with housing rental (the assistance program in the amount of 40 + 10 thousand drams) has deviated from its intended purpose, turning into temporary social assistance, which hinders the implementation of a long- term program to help them with housing. Deputy Prime Minister of the Republic of Armenia Tigran Khachatryan stated this in an interview with the Public Television of Armenia.
According to him, the government launched a temporary housing assistance program for IDPs back in October 2023, providing monthly assistance in the amount of 50 thousand drams to each beneficiary. However, over time, this program began to be perceived by part of the population as permanent social assistance. "We believe that this measure, which gives the impression of social assistance, has become a factor over time, due to which people prefer to use the support of this program rather than participate in the long-term housing program, within the framework of which families are provided with support in the amount of 3-4 or 5 million drams per family member so that people can finally decide on their long-term place of residence. We realized that this temporary social housing rental assistance program has become an obstacle to the implementation of the long-term assistance program," the Deputy Prime Minister said.
He added that it was for this reason that in November 2024, the government decided to revise the terms of the program, providing support from April 2025 only to vulnerable groups of the population: children, pensioners, people with disabilities and families who have lost a breadwinner. The amount of support will be 40 thousand drams per person in April-June and 30 thousand drams per person from July until the end of the year.
