ArmInfo. A new criminal prosecution has been launched against the former Chief of the General Staff of the RA Armed Forces, Colonel General Movses Hakobyan. According to the indictment, due to Hakobyan's negligence, unsuitable military equipment was delivered to Armenia from Russia 9 years ago. Also in the dock is the former head of the Missile Troops and Artillery Department of the Armed Forces, Major General Armen Harutyunyan. This was reported to Public Television by the Prosecutor General's Office.
Thus, according to the prosecution, within the framework of the agreement concluded between the governments of the RA and the Russian Federation on June 26, 2015, a contract was concluded between the RA Defense Ministry and the Russian Rosoboronexport on July 21, 2016. The document was signed on behalf of the RA by then Deputy Minister, Head of the Logistics Department Movses Hakobyan. As a result, a portable radar reconnaissance and fire control complex "Aistenok" (15 units) was purchased for 4 billion 370 million drams. At the same time, according to the indictment, Movses Hakobyan did not appoint a unit responsible for accepting the radar and checking the suitability of the supplied military equipment.
As a result, in 2017, the equipment was delivered to the units of the Ministry of Defense of Armenia and the Defense Army of Artsakh, but upon its first use, it became obvious that the equipment could not cope with the task. A year later, relevant specialists were invited from the Russian Federation to eliminate the deficiencies. However, the deficiencies were not fully eliminated. As noted by state prosecutor Karen Karapetyan, Armen Harutyunyan did not check their suitability and the quality of the work performed.
Already during the 44-day war, it became clear that the delivered radars were not suitable for use, and therefore a decision was made to remove them from service.
As noted by the lawyers of the accused, their clients do not accept the charges brought against them. According to Hakobyan's lawyer, Mushegh Aleksanyan, the charges are unfounded, since his client is accused of an action for which he was not authorized.
A preventive measure in the form of bail of 10 million drams and a written undertaking not to leave was chosen for Movses Hakobyan.
Armen Harutyunyan - travel ban. The case has been sent to the Yerevan Court of General Jurisdiction.
In addition to the criminal case, the prosecutor's office demands that the two generals confiscate 4.3 billion drams in favor of the state.
In 2021, the former Chief of the General Staff of the Armed Forces of Armenia, former head of the military control service, Colonel General Movses Hakobyan was brought in as an accused in a criminal case on disclosure of state secrets, investigated by the National Security Service (NSS). The basis for initiating the criminal case was the statements made by Hakobyan at a meeting with journalists immediately after the end of hostilities in the Nagorno-Karabakh conflict zone. Based on the materials prepared for the press conference of the former head of the military control service of the Ministry of Defense Movses Hakobyan, the Prosecutor General's Office opened a criminal case under Part 2 of Article 308 (Abuse of official powers, which through negligence resulted in grave consequences) of the Criminal Code of the Republic of Armenia.
