The Office of the Ombudsman of Armenia presented its annual report for 2024 on the activities of the human rights defender, as well as the state of protection of human rights and freedoms in the country. As noted in the press release of the Office of the Ombudsman of Armenia, this report addressed key issues related to ensuring socio-economic rights, protecting rights in the criminal justice sphere, freedom of peaceful assembly, as well as human rights in the armed forces.
In addition, according to the source, the report covers issues related to the protection of the rights of children, persons with disabilities, the elderly and forcibly displaced residents of Artsakh, as well as the rights of national minorities, equality and the prohibition of discrimination. It is noted that the document for the first time separately examines aspects of the implementation of the state support program for housing for families with children for 2024-2026. In particular, as explained by the Ombudsman's Office, attention is paid to the assignment of financial assistance in connection with the birth of the third and each subsequent child in the family, as well as to the problems of non-payment of compensation for renting an apartment to convicted persons released from punishment and having no place of residence. In addition, according to the report, issues of protecting the social rights of Armenian citizens abroad are addressed.
The Ombudsman's Office also noted that the report included a comparative analysis of the problematic practice of detention over many years, restrictions on the right to freedom of movement during criminal proceedings, and the right to personal liberty. In the report, the Ombudsman also raises the issues of unimpeded professional activities of journalists as a guarantee of freedom of expression and the right to legal assistance.
In connection with the results of the report, according to the source, the Ombudsman of Armenia Anahit Manasyan emphasizes the importance of proper cooperation with the competent authorities in implementing proposals aimed at solving registered problems in the field of human rights protection. "During the year, at the initiative of the Ombudsman, targeted discussions will be held on the submitted proposals with the involvement of the competent authorities and civil society," the Ombudsman's Office of Armenia summarized.
