Gohar Meloyan, the head of the "International Center on Development of Parliamentarism" NGO, discussed the potential scenarios to expect following the results of the snap elections for the Council of Elders of Gyumri. The lawyer explained that according to the law, the next meeting of the Council of Elders of Gyumri should be held on April 16. "The Council of Elders of Gyumri has 33 mandates. The head of the community is elected by the candidate who receives the majority of votes from the total number of council members- 17 votes," she noted.
"If none of the nominated candidates receives 17 votes, a second round of voting is held between the two candidates who received the most votes. In the second round, the candidate with the most votes is elected as the head of the community," the expert added. Meloyan also pointed out that a meeting of the Council of Elders is only considered valid if 17 members of the Council of Elders are present. "In other words, a council meeting cannot be convened without the opposition. (And if no meeting is held within two weeks and the leader of the community is not elected, new elections will be held.) Therefore, concerns about a potential second round where the Civil Contract party might elect its candidate are unlikely," she concluded.
