However, in a conversation with journalists on March 18, the MP noted that against the backdrop of the peaceful calls of the Armenian authorities, incomprehensible statements are being made from Azerbaijan that are in no way connected with the process of normalizing Armenian-Azerbaijani relations and signing a peace treaty between the parties. The Office of the Prime Minister of the Republic of Armenia has already made a corresponding statement, which pointed out that Baku's accusations of ceasefire violations do not correspond to reality. Moreover, Hovhannisyan emphasized, the Armenian side expects Azerbaijan to provide factual data on violations so that the Armenian side can conduct relevant studies. "Baku has not provided any data, and there cannot be any," the MP said.
He once again recalled the ceasefire control mechanism proposed by Yerevan, to which no response has been received. "Nevertheless, I do not believe that the situation is developing in a different direction. There is a bilateral agreement on the text of the peace treaty, the negotiations on which have been going on for quite a long time. After 10 times agreeing on the text, the Armenian side agreed to two controversial points, on which the Azerbaijani side presented its proposals. Against this background, such a policy of Baku becomes even more incomprehensible to us, especially in the context of the positive reaction of the international community to the agreements reached," the MP said, calling on Azerbaijan to return to a constructive course and begin the process of signing the agreed document.
Speaking about the statement by the press secretary of the ruling Justice and Development Party of Turkey, Omer Celik, who said that the peace treaty will not be signed until the provisions directly related to the territorial integrity of Azerbaijan are excluded from the Constitution of Armenia, Hovhannisyan noted that the issue with the Basic Law of the country is an internal matter of the republic, and no one has the right to interfere in the internal affairs of the state with any of their demands. "The provisions of the Constitution of the Republic of Armenia, which allegedly contain territorial claims, are decided on the basis of the Regulations of the work of the commissions on delimitation of borders between states," the parliamentarian said.
Earlier today the office of the Prime Minister of the Republic of Armenia issued a statement in connection with Baku's accusations of violating the ceasefire regime. "From March 16 to 18 of this year, the Ministry of Defense of the Republic of Azerbaijan issued 6 messages about alleged violations of the ceasefire by the Armenian army on the Armenian-Azerbaijani border. Following all of these messages, the Ministry of Defense of the Republic of Armenia conducted verification work and, based on the results of the verification, refuted the allegations of ceasefire violation by the Armenian army. In all of these refutation messages, the RA Ministry of Defense recalled the proposal of the Office of the Prime Minister of the Republic of Armenia dated June 22, 2024 to create a joint Armenian-Azerbaijani mechanism to investigate cases of ceasefire violations and/or similar information about them, to which Azerbaijan has not yet responded positively. The message of the RA Ministry of Defense dated March 17, 2025 recorded that the RA Ministry of Defense is ready to investigate the facts underlying the justification of Azerbaijan's messages if they are transferred to the Republic of Armenia. We note that at the moment, the Republic of Azerbaijan has not sent the Republic of Armenia any factual data or justification for the violation of the ceasefire by the RA army. The Office of the Prime Minister of the Republic of Armenia, reaffirming its proposal to establish a joint Armenia-Azerbaijan mechanism to investigate cases of ceasefire violations and/or similar information about them, states that the RA army has no grounds or instructions to violate the ceasefire. The Government of the Republic of Armenia is guided by the peace agenda, which is an indisputable proof of the steps aimed at finalizing the text of the agreement on the establishment of peace and interstate relations between the Republic of Armenia and the Republic of Azerbaijan. Reaching an agreement on the text of the peace agreement and completing the negotiations on agreeing on the text is an important step, and the Republic of Armenia calls on the Republic of Azerbaijan to begin consultations on the place and timing of signing the agreement. We consider it necessary to emphasize that the agreed text of the draft Agreement touches upon the fundamental issues of establishing peace and relations between Armenia and Azerbaijan and provides for mechanisms for discussing further actions. We also consider it necessary to note that in January 2025, the Republic of Armenia submitted in writing to the Republic of Azerbaijan a proposal to resolve the problem of rail freight transportation from the western regions of Azerbaijan through the territory of the Republic of Armenia to the NAR, in the opposite direction and to third countries, and from the northwestern regions of the Republic of Armenia through the territory of Azerbaijan to the southern part of the Republic of Armenia, in the opposite direction and to third countries, as well as a proposal to create a bilateral mechanism for mutual arms control and is waiting for a positive response from Azerbaijan," the statement said.
