Alen Simonyan offers his solution

ArmInfo. Yerevan and Baku can send the Constitutions of the Republic of Armenia and the Republic of Azerbaijan for review to  determine the veracity of the statements regarding territorial claims, as stated by the Speaker of the National Assembly, Alen Simonyan, on March 17 in a conversation with journalists.

<You can always say, for example, I don't like the color of your hair, or I don't like your handwriting, or something else, but everything must be justified. Up until this point, in our negotiations with Azerbaijan, we have tried to find justification for everything and work with them based on this logic. I believe the continuation will be logical and justified, rather than aimed at a domestic audience.  For instance, we can send the constitutions of our two countries to the Venice Commission and allow them, to determine whether there is such a thing or not,> the Speaker of the National Assembly said.
