Touching upon the timeframes of signing the agreement, the Armenian Prime Minister indicated that the peace agreement is ready for signing. Armenia is ready to begin consultations with Azerbaijan on the timeframes and venue of signing the document. <The Azerbaijani Foreign Ministry has issued a statement that they are ready to begin discussions in a bilateral format. They have their own ideas, we have ours, I assume that during those discussions we will try to bring these ideas closer together,> he said.
When asked to elaborate on two uncoordinated points of the agreement that were agreed upon and when their implementation will begin, Pashinyan noted that one of the unresolved points concerned the non- deployment of third-country forces along the border, and the other involved the mutual waiver of claims in international courts and refraining from taking action against each other. <The provisions of the document will be implemented after the agreement enters into force. Although there are some nuances on them that still require discussion,>,he added.
At the same time, Pashinyan wished to share the decision-making <mechanics> by the parties. Thus, the parties exchanged proposals several times, and during this period these two points have undergone a certain evolution. Since it became obvious that the parties were unable to have ideal formulations, the Armenian Security Council discussed the topic and came to the conclusion that the current content could be considered the compromise option that may be mutually acceptable.
In response to the remark that only the Armenian side was making concessions, and questioning whether Baku had made any concessions, Pashinyan stated that at this stage, in particular, it is very important not to make unilateral statements. <If an agreement has been reached, it means that the Azerbaijani side has considered that this text is to some extent beneficial to them, and the Republic of Armenia has considered it beneficial as well,> he said.
