ArmInfo. Everyone understands the justiness of the Artsakh people's demands for a dignified return to their homes, but someone is needed to protect them and ensure the implementation of this right. Acting Speaker of the Artsakh Parliament, Gagik Bagunts, stated this on March 13 in Yerevan during the action held outside the Swiss Embassy.
During the action, the parliamentarian expressed hope that the Upper House of the Swiss Parliament would approve a resolution to hold an international conference on the peaceful settlement of the Nagorno- Karabakh conflict on March 18. Bagunts explained that the decision of the Upper House is important, because if adopted, the country's authorities would be obligated to take certain steps to implement it. The parliamentarian also noted that another basis for the return of the Artsakh people could be the statement of November 9 (the trilateral Statement on the Ceasefire and All Military Actions in Artsakh - ed.). However, he emphasized that so far, all points of this statement have been unilaterally used in the interests of Azerbaijan, while provisions that could contribute to a fair solution to the Artsakh issue have been disregarded.
Nevertheless, he expressed confidence that with the right approach, this potential can also be used. In turn, Artsakh Ombudsman Gegham Stepanyan noted that the action was organized to express gratitude to the Lower House of Parliament, which adopted the resolution in December. The human rights activist recalled that the primary message of this resolution is that the Lower House does not agree with what happened to the Artsakh people and considers it necessary to hold an international conference to discuss the issue of the right to return.
