ArmInfo. The Winter Meeting of the OSCE Parliamentary Assembly takes place in Vienna. The Head of the RA NA delegation, the Chair of the RA NA Standing Committee on Foreign Relations to the OSCE PA Sargis Khandanyan gave a speech at the Committee on Political Affairs and Security.
"Thank you, Mister Chair.
I also want to thank Tobias Winkler for his expressed optimism when it comes to peace in the South Caucasus. However, it is quite disturbing that while Armenia and Azerbaijan are negotiating on peace and normalization, the head of the Azerbaijani delegation is bringing up new elements to this debate in line with conflict narratives.
But today, I'm not going to counter them with similar narratives and rhetoric-not because I do not have counter arguments, but because I'm committed to peace. Armenia is committed to peace. Armenians have also suffered a lot at the hands of Azerbaijan when it comes to human rights violations and violations of international humanitarian law. But again, I'm not going to name them - for the sake of peace and for the sake of the future.
When it comes to the deblocking of regional infrastructure and communications, as my colleague has already mentioned, Armenia submitted a written proposal to Azerbaijan, and we are awaiting a reaction. The same goes for arms control. Armenia submitted a written proposal to Azerbaijan on mutual arms control, based on international law and standards. Again, we are waiting for a positive reaction.
The people of the South Caucasus and future generations deserve peace and deserve to live in stability, and we, politicians, have our share of responsibility in this. My suggestion is: let's talk on peace, not war.
