ArmInfo. Over the past five years, about 100 cases of vehicle theft have been committed in Armenia. This was stated by Deputy Minister of Internal Affairs of the Republic of Armenia Armen Mkrtchyan at the plenary session of the National Assembly of the Republic of Armenia on January 22, when he presented amendments to the Tax Code and the Criminal Procedure Code in the first reading.
According to the Deputy Minister, there are also cases of fraud, but in much smaller quantities.
The presented package, as Mkrtchyan emphasized, is intended to solve the problem of the owners of these vehicles in terms of paying property taxes. In particular, the bills provide for exempting the real owners of the vehicles from paying property taxes until they are returned and assigning this operation to the person who committed the crime. Moreover, the deferral period for payments is set at 1 year with the possibility of extending it for another 1 year if data is received indicating that the vehicle continues to be outside the owner's possession during the criminal proceedings.
During the consideration of cases related to the theft of vehicles or their fraudulent theft, their state registration will be suspended. Information on the suspension of state registration is transferred to local authorities.
The package will enter into force on the 10th day from the date of official publication.
In turn, Armen Khachatryan, a member of the National Assembly from the ruling Civil Contract faction, raised the issue of vehicles that remained in the occupation zone of a part of Armenia by Azerbaijan, on which property tax continues to be charged. As the deputy noted, this type of tax continues to be charged on these vehicles. Khachatryan proposed to include provisions in the presented package that will help solve this problem.
In response, the deputy minister expressed an opinion on the possibility of applying the proposed regulations to this category of citizens and legal entities.
