ArmInfo. The text of the draft peace treaty between Armenia and Azerbaijan does not contain a clause on amending the Constitution of Armenia; such a discussion is not underway. This was stated by the Speaker of the Armenian Parliament Alen Simonyan on January 21 in a conversation with journalists in parliament, touching upon the approval by the Armenian Cabinet of Ministers of the draft law <On launching the process of joining the European Union>.
<There is no clause on the Constitution in the peace treaty. And there is no such discussion. Discussions will continue on the remaining two points mentioned by Bayramov (Azerbaijani Foreign Minister - ed.). I think that we should record that it is very positive that the other side also notes that there are two points left that need to be discussed>, - the Speaker of the RA National Assembly emphasized, touching upon the next statement by Azerbaijani Foreign Minister Jeyhun Bayramov on amending the Constitution of Armenia
According to him, many predicted a new war after November 9, 2020, but the government was able to somehow cope and reach an agreement on more than a dozen points. <This, in my opinion, is a very big victory for both sides. We have the first legal document signed between the two states (the regulation on the commissions on the delimitation issue - ed.), which has no precedent in history. We have a delimited border, we have an agreement, logic for continuing the process of this border. Yes, I think that the process is going positively. And I welcome the statement that we have two more points that we still need to discuss>, - he said.
Touching on Baku's demand to abandon claims in international courts, Simonyan said that they are discussing this in order to understand whether it is beneficial for the Republic of Armenia to move forward within the framework of this logic.
At the same time, Alen Simonyan does not currently see the possibility of including a clause on the return of prisoners in the text of the peace treaty. <This is a separate topic that we are constantly working on. We had more than 150 prisoners, now we have 23 confirmed prisoners, of which 11 are the military-political leadership of Karabakh>, - the speaker of the National Assembly said.
On December 12, 2024, Azerbaijani Foreign Minister Jeyhun Bayramov told journalists that the draft peace treaty between Azerbaijan and Armenia includes 17 points, 15 of which have already been agreed upon. He once again pointed to the Constitution of Armenia, which, according to Baku, contains territorial claims against Azerbaijan. <The recent decision of the Constitutional Court of Armenia has further complicated the matter. Because it is in the preamble of the Constitution of Armenia that a reference is made to a document that contains territorial claims against Azerbaijan>, - noted Jeyhun Bayramov.
